Federal Health Agencies Seek Public Input to Modernize Digital Health for Medicare Beneficiaries

WHAT: Request for Information on Digital Health Products

On May 16, 2025, federal health agencies published a request for information (RFI) that “seeks input from the public regarding the market of digital health products for Medicare beneficiaries as well as the state of data interoperability and broader health technology infrastructure.” The Centers for Medicare & Medicaid Services (CMS) and the Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology (ASTP/ONC) are leading this initiative.

WHY: Empowering Medicare Beneficiaries through Digital Health

According to CMS Chief of Staff and Deputy Administrator Stephanie Carlton, the goal of the RFI is to obtain information that can help to “modernize the nation’s digital health ecosystem,” for Medicare beneficiaries. More specifically, the agencies hope to “unlock the power of modern technology to help seniors and their families take control of their health and well-being, manage chronic conditions, and access care more efficiently,” by providing the digital tools they need.

HOW: Gathering Public Input and Driving Innovation

The RFI is designed to gather comprehensive insights through public engagement, with Deputy Administrator Carlton stating, “The government must be a catalyst, not a barrier, to unleashing American innovation in health care,” By inviting public input, CMS and ASTP/ONC aim to:

  • Drive the development and adoption of digital health management and care navigation applications.
  • Strengthen interoperability and secure access to health data through open, standards-based technologies.
  • Identify barriers preventing the seamless exchange of health information across systems.
  • Reduce administrative burden while accelerating progress toward value-based, patient-centered care.

WHO: Engaging Diverse Stakeholders

The RFI invites input from a diverse range of stakeholders, including:

  • Patients
  • Caregivers
  • Providers
  • Payers
  • Technology developers
  • Other stakeholders

As stated above, the information gathered will be used to benefit Medicare beneficiaries and their families

WHEN: Timeline for Public Input

The public comment period will be open through June 16, 2025.
